According to this article, Dev and Del are not related but rather just a common naming convention of Terry Nation (Terry -> Tarrant).
Of course in the series we see that Deeta Tarrant (who doesn't perm his locks), is a brother of Del).
In this fan fiction, his father's name is Darion Tarrant., and Dev is his uncle.
