How did Dr. Pulaski make it onto the enterprise?

Normally Picard tries to staff the federation officer pool with open-minded, unbiased intellectuals, but Pulaski is overly species-ist against Data. And the other crew seem frightened to call her on it. Sure it would be awkward, but I wish someone would have.
