Why can't HTML5 simply wrap text?

It'd be great if modern HTML5 semantics understood basic 1989-era multicolumn linked text like Aldus PageMaker did. CSS3 extensions show some promise. CSS3 hyphenation only works in some browsers, but uses language to determine hyphenation.
